Services for Job Seekers

WorkForce West Virginia staff can assist employees / job seekers. Services provided through the WorkForce West Virginia Centers include, but are not limited to the following:

  • Referrals to Job Openings
  • Self Help Resource Center (Resume, Interviewing, Internet)
  • Labor Market Information
  • Case Management Services
  • Vocational Guidance Assistance
  • Referral to training and education programs
  • Assessment
  • Job Development Contracts
  • Job Finding Workshops
  • Civil Services Information
  • Referral to Partners and Other Agencies including child care, transportation, housing, etc.

Unemployment Compensation

Unemployment Compensation (UC) is designed to provide benefits to eligible persons who are unemployed through no fault of their own, and who would be employed full-time if suitable jobs were available.

Before you can receive unemployment compensation benefits, you must first file a claim and meet these basic requirements.

  • You must be either totally or partially unemployed as defined in the law.
  • You must have sufficient wages in employment covered by a state or federal unemployment compensation law.
  • You must be able to work and available for full-time work.

When you become totally unemployed, you should report to the claims office that serves your area as soon as possible after you lose your job so you can set up your claim. New claims are taken four times per day at 9:00am, 10:00am, 1:20pm and 3:00pm. You must report 35-40 minutes before on of the listed times to complete the appropriate paperwork.

The WorkForce West Virginia Center has the largest database of qualified workers in the state. Experienced staff is able to match customer qualifications such as education, work experience and skills with the requirements of the job opening; recruitment, testing and screening services to assist employers in locating and evaluating qualified job seeking customers.

When posting a job order, you can help us serve you better by having the following information ready when you contact Job Service:

  • The name of your firm, address, telephone number, and FEIN.
  • The name of the person(s) to contact and how to reach them.
  • How prospective applicants should arrange for an interview.
  • The job's title, pay details, hours and work schedule.
  • Specific job duties and any special working conditions or hazards.
  • Screening requirements, such as minimum experience, special training, education, skills or abilities, and tools or licenses.

On-The-Job Training (OJT)

The On-the-Job Training (OJT) Program provides individuals with the opportunity for occupational training by working on the job. The employer, in turn, is compensated for up to fifty (50%) percent of the wages of the participant while in training.

Customized Training

Customized Training is designed to meet the special requirements of an employer (including a group of employers). It is conducted with a commitment by the employer to employ, or in the case of incumbent workers, continue to employ, an individual on successful completion of the training. The employer pays for not less than fifty (50) percent of the cost of the training.

Rapid Response

If your company may soon be in the unfortunate position of experiencing a layoff, downsizing, or closing, the Rapid Response program can help. We offer comprehensive programming to ensure that employees have the information and services to weather the dislocation period and secure new employment. Employers can use Rapid Response to provide expert assistance to their employees. Each response is tailored to the individual situation and employee population.

Company closings, layoffs, and downsizing trends pose great hardships on employees, employers, and communities. Relieving the effects of dislocation through cooperation fostered through Rapid Response is a positive and responsible way to help lighten these hardships. While the main focus of Rapid Response is on the affected employees, there are tangible benefits to employers as well.

Work Opportunity Tax Credit (WOTC)

The Work Opportunity Tax Credit (WOTC) is a federal tax credit program offering significant incentives for employers who hire and retain individuals from specific target groups that have in the past experienced difficulty in securing employment, such as long-term welfare recipients and ex-felons.

WOTC allows employers to claim a maximum tax credit of $2,400 on wages paid over the first year of employment and a maximum tax credit up to $9,000 for wages paid in the first two years of employment. The tax credits or any unused portion of the credits can be carried back one year or forward 20 years from the year in which the employer claims the credit. Under Public Law 110-28, the WOTC Program has been granted a 44-month extension through August 31, 2011.

During the last program year from July 1, 2007 through June 30, 2008, 5,576 Work Opportunity Tax Credit (WOTC) applications were certified for a tax credit resulting in an estimated $6.6 million in tax credits to West Virginia employers.

Governor’s Guaranteed Work Force

The Governor’s Guaranteed Work Force Program has been funded through the WV Legislature since1990. It is West Virginia’s industry-specific, flexible, customized training program.

This program offers technical assistance and funding to eligible companies that have a WorkForce training need that directly supports the transfer of knowledge and skills to existing employees or new hires.

Awards are based on need, as well as wages and benefits, the location of the facility, number of employees and number of individuals to be trained.
